MacGregor Hall, President
A native Oregonian, MacGregor joined Deschutes Investment Consultants as a managing principal and owner in 1998. Mac has spent the last 20+ years managing corporate and individual retirement plans. He believes in building relationships for the long run; this philosophy is evident in his work as he nurtures client relationships. As a fee only financial firm under his guidance, Deschutes brings to the table MacGregor’s fierce independence. He believes in proactive work on behalf of clients, versus bringing them boilerplate plans.

Dennis Munsey, Senior Retirement Plan Consultant
Clients have been putting faith in his solid judgment for more than three decades, twenty five of those years working with ERISA. Dennis truly understands the intricacies of retirement plan programs. Since joining Deschutes more than ten-years ago, he has been helping Deschutes clients solve the retirement plan puzzle. Showing an innate ability to really get to know his client’s needs, Dennis is skilled at corporate and employee-level consulting and training. He’s known for quality relationships with ERISA attorneys, CPAs, financial institutions and third party administrators.
“I keep things simple, despite the obvious complexities. In our business, you have to have integrity. I’ve always believed it’s best to under promise and over deliver.”
When he’s not visiting with clients, making calls on prospects or working with participants, you may be able to catch up with him on the many golf courses here in Oregon.

Tim Wood, MPA, Retirement Plan Consultant
Though Tim holds a Master of Public Administration (after studying municipal finance, tax, accounting and administrative law) government bureaucracy wasn’t for him. He’s much better suited helping Deschutes clients choose the right funds and retirement planning strategies. His areas of focus include corporate plan advice, advanced tax strategies, personal financial planning, and participant advice and education.
At Deschutes, transparency is a philosophical linchpin. “I believe in full disclosure from the start. We don’t want our clients to ever be in the dark. We are so open, establishing a minimum level of trust is easy; and when we offer to help every participant and treat them all the same, it’s reality, not hyperbole.”
More than just a valued client resource, Tim also is an industry expert, often sought out by media outlets for his expertise on retirement plans and ERISA. “Specific to ERISA, Deschutes becomes the responsible party for our client’s investment menu. We become the investment fiduciary on behalf of the plan. It’s a role I relish.”
On a more personal note, Tim likes to get involved with groups such as New Avenues for Youth. He invests the rest of his time caring for a houseful of kids (a house he’s likely to be working on, being a journeyman carpenter).

Mike Walters, CRPS®, Retirement Plan Consultant
Mike has worked within the financial services industry since 1999, and has been consulting on corporate retirement plans for nearly a decade. Mike has an exceptional ability to listen to and understand his client’s goals, consistently delivering customized retirement plan programs that truly benefit plan sponsors and participants. His background also includes experience in personal financial planning and investment management, which lends itself well to educating plan participants about their company sponsored retirement plan and the importance of participating.
During Mike’s free time, which is very limited with a six year-old and 2 year-old twins, he enjoys fly fishing and golfing. Mike and his wife Dawn both grew up in Oregon and attended University of Oregon.
Education Highlights: BS in Economics and Business Administration from University of Oregon, Chartered Retirement Plans Specialist designation from The College of Financial Planning. In addition Mike holds multiple securities licenses.

Katrina Bell, Director of Marketing
Working in financial services since 1992, Katrina manages corporate client relationships and works with our retirement plan clients to develop custom employee communication programs. This is a key Deschutes service, as the firm strives to make sure retirement plan information is disseminated in ways employees will easily understand. Katrina also oversees marketing for the firm, actively developing new business, community outreach, public relations, and special events.
“I look for commonalities within people. When you find something interesting, clients respond.” One of the initiatives Katrina is spearheading at Deschutes is organizing employees to help with Financial Beginnings. The idea is to help school kids learn basic, sound financial responsibility. It’s a smart way for tomorrow’s Deschutes clients to get a solid foundation.
Always looking for ways to stay active and involved, Katrina is a member of the Portland Human Resources Management Association and is on the Board of Directors of Wordstock, a literary arts and education organization. Perhaps her passion and drive at work is launched from running shoes. She’s an avid runner and a competitor in the famed Hood-to-Coast relay from Mt. Hood to Seaside Oregon.

Laura Fallon-Burns, Investment Advisor
With a spirited personality front and center, Laura brings to her position over 20 years sales and marketing experience in the financial services industry. With expertise that bridges both sides of the Deschutes business model, Laura works with corporate and individual clients in wealth management, as well as retirement planning. Her clients, often creative, entrepreneurial types, appreciate her penchant for caring about what they care about.
A self-described relationship manager, she really enjoys understanding her client’s values and goals as a framework for financial decisions and planning. “I say do something you love. I love bringing people together. With me, expect great service. It’s not what people do, it’s who they are that makes for great client relationships.”
Laura’s tireless nature is good for the community indeed. You may come across Laura in at community events supporting women and children and around art and healing. Currently, Laura is on the NAYA (Native American Youth Association) fundraising committee and board for Red Lodge Transitional Services.

Diane Bella, Corporate Retirement Plan Administrator
To say she provides much of the back office support on the retirement plan side is a vast understatement. Diane’s knowledge bank often comes into play when it comes to retirement plan administration. This can range from working with a client’s record-keeping firm during the account set up process to helping track managed fund portfolios during investment fund changeovers. A 12-year Deschutes veteran, Diane is often called on when questions pop up about retirement plan rules, regulations, and the inner-workings of 401(k) plans.
“Anytime a participant is having issues or needs advice, I can help. At Deschutes, we develop close personal relationships with clients, which really helps us be their advocate.”
Should you ever wander into her garden, you couldn’t miss the blended scent of roses, azaleas, and wildflowers.

Chelsie Romjue, Client Service Manager
As a Deschutes client services specialist, Chelsie’s day-to-day work life touches a little bit of everything at Deschutes related to communications and client services. She keeps things humming at the home office, handling corporate and individual retirement plan participant queries, client service calls, and even helping to manage the website.
She also works with the Operation HOPE Financial Beginnings student outreach program Deschutes actively participates in. Several Deschutes employees actually go into classrooms and help create lesson plans to teach kids financial responsibility.
A major sports fan, don’t be surprised to find Chelsie dressed in Oregon State orange and black on Saturdays during football season as she supports her favorite team.

Carl Burnham, CLU, ChFC®, Managing Partner
Deschutes Investment Consulting is pleased to have Carl take the helm of the Wealth Management team. Carl brings a great deal of experience to the company, having spent more than 20 years at a national executive benefits consulting firm. With a background in wealth management and preservation, Carl consults on employee benefits, retirement and estate planning. His background also includes experience designing and implementing various types of executive benefit programs for key employees and business owners.
Carl is a member of the Portland Estate Planning Council, participates in the Western Pension & Benefits Conference, and is a current member of the Multnomah Athletic Club Board of Directors. Although he’s an avid outdoorsman, you may also find Carl on the speaking circuit, (he’s addressed the Oregon State Bar on estate planning), where he shares his passion for sound financial advice with others. Carl empathizes with his clients who are putting kids through college, having two college- age daughters, one at Colorado College and one at Boston College.

Ben Kelley, J.D., Financial Planning Specialist
Ben works in financial planning and case design for all Deschutes Wealth Management clients. He specializes in intricate tax work, trusts and estate taxes. Although he does not act as direct legal counsel, his law background and understanding of various legal issues serves Deschutes clients well.
As a member of the Oregon State Bar and the Multnomah Bar Association, Ben currently serves on the YLS Professional Development and Education Committee. This charter continuing education group pushes young lawyers to be their best by organizing continuing education courses that help young lawyers navigate their way through their first years of practice.
As a certified tax preparer, Ben has also volunteered to help low income folks prepare income tax returns.
